Again all these are just a sampling from the front page of today's BBC homepage. I've decided to postulate on what is implied in their strange quote-laden headlines.
BP 'installs new cap' on oil well (because we know this one won't work either)
Al-Shabab 'behind' Uganda blasts (yes, they were literally standing behind the blasts--they aren't responsible just proximate)
Businesses 'profit from nature' (don't we ALL profit from nature?)
Ethnic minority numbers 'to rise' (indeed, we all shall rise)
BP makes 'progress' with new cap (the quotes are clearly sarcastic this time)
Israel admits flotilla 'mistakes' (irony intended)

I think more headlines should have quote marks to make them sound sarcastic :) Sort of like a Daily Show version of a newspaper. Real news, but making fun of it while reporting it. I'd buy that for a dollar!
